Careerforce accepts enrolments from learners on work visas.
Domestic Enrolment Eligibility
All New Zealand citizens and residents (including those on resident visas), Australian citizens/permanent residents and learners on an Accredited Employer Work Visa (AEWV) are considered domestic learners and are eligible for domestic learner enrolment fees.
International Enrolment Eligibility
Enrolments via all other work visa types are considered as non-domestic learners and will be subject to international enrolment fees. Additionally, duration rules do apply i.e. must have sufficient duration on the work visa to cover the expected duration of the enrolled training programme.
Types of Identification required
The Tertiary Education Commission (TEC) determines what proof of identity requirements are needed to enrol in a training programme.
When enrolling your learner, one certified copy of the following identification is required as proof of evidence for citizenship and residency status.

Alternatively, a verified National Student Number (NSN) is an acceptable form of identification and must be written on the training agreement.
Note that a New Zealand Driver’s Licence is not an acceptable form of identification.
Residency Status
A copy of the following must be provided to confirm residency status in New Zealand.

Work Visas
For a domestic learner to be eligible, they must be employed on an Accredited Employer Work Visa (AEWV) and working in an occupation that is approved by Immigration New Zealand.
A certified copy of the AEWV must be attached with the proof of identity documentation.
The Accredited Employer Work Visa is the only eligible visa. All other learners are not subsidised by the New Zealand Government and pay international fees.
Certified Verification Requirements
Employers are no longer able to verify a learner’s identification. To be accepted as verified document(s), these need to be signed and dated by a person authorised to take declarations.
This could be:
- Justice of the Peace (JP)
- Lawyer
- Barrister
- Notary Public
- Court Registrar or Deputy Registrar
- Member of Parliament
All identity documents must be verified.
Careerforce is required to hold verified identity on file for 2 years after programme completion. For any subsequent enrolments, we will only request verified identity if it is no longer held on file, or if any personal details have changed (e.g. name).
Name Changes
If a learner has changed their name, then please also include ONE of the supporting documents to show the legal name change.
